只換貨不賠錢 大統賠償計畫被退回

〔自由時報記者湯世名、吳為恭、蔡文正、游明金、花孟璟／綜合報導〕彰化縣政府要求大統公司在昨天下班前提出賠償計畫，大統公司在最後一刻，將賠償計畫傳真到彰化縣政府消費者服務中心，除了退貨外，同意消費者持今年六月十九日之後購買油品的發票或收據，到該公司十大營業據點兌換等值麵粉、砂糖等其他食品原料。

法制處長簡金晃對此表示：「無法接受！」他說，大統對消費者應一視同仁，不應有六月十九日前後的差異，且應提出相當的精神慰撫金，不能只是換貨，要求大統在一週內再提出進一步的賠償計畫。

大統黑心油品案爆發，消費者憑油品容器或發票、收據等，都可至原購買地（通路商）全額退費；但大統資產被查扣，資金被凍結，宜蘭縣出現通路商擔心日後難以求償，因此拒絕消費者退貨或要求出具發票才可退費等規定，引起消費者不滿。縣府消保官周錫福要求通路商負起連帶責任，若拒退貨，消費者可提出申訴，必要時可打團體訴訟。

另外，大統只給花蓮縣五萬元退貨額度，導致昨天一早就已用完，民眾痛批，根本是把消費者當笨蛋！還限制一次只能退二瓶。花蓮經銷商表示，已向總公司爭取匯款，最快下週二可給民眾退貨。
