「照顧住宅方案就是最好的雙贏辦法」，台南市鐵路地下化案引發拆遷戶抗爭，被比喻為「台南的大埔案」，但台南市政府都市發展局局長吳欣修表示，市府提出全台獨有的徵收戶住宅方案，可看出市府的誠意。

吳欣修指大埔案是區段徵收，不願意被徵收的農地，縣府若挪移區塊，重新配地，應該就不會有抗爭。

但南鐵案是一般徵收，而且評估各種狀況後，只剩下徵收鐵路東側土地施作的唯一方法，「絕不是還有其他方法可想，政府卻硬要拆民眾房子」，市府推出全台首見的照顧方案，讓拆遷戶既能得到補償金，又能搬到品質更佳的住宅，「這當然是雙贏」。
