大樓沒申請管委會

大樓沒申請管委會要我繳費,也沒有每年招開區分所有權人會議,又沒有資金帳戶,及如何成立管會資料,我也寄存證信函給稱主委要他把管委會如何成立及大樓戶述如何收費各備份一份.結果沒下文...
管理員一直要我繳管理費,有何種方法可以協助我將大樓成立合法管委會?因戶數有145戶.地點在台北市中山區新生北路二段60巷2號.金國賓大廈
