棉籽粕飼料恐有殘留　陳保基掛保證不會

【邱俊吉／台北報導】農委會主委陳保基今到立法院經濟委員會備詢，立委許忠信質疑，根據前台灣省家畜衛生試驗所所長劉培柏的說法，棉籽粕若做為飼料，其所含的棉籽酚可能會殘留於動物的肉、內臟中，民眾吃了會有風險，但陳表示，棉籽粕若做為反芻動物飼料，不會有棉籽酚殘留疑慮，他並直接了當說，劉培柏的專業是獸醫，不是動物營養，「我才是動物營養專家，我說的才正確」。
 
此外，頂新彰化廠雖為油廠，但無製油設備，還採購棉籽，也引起許忠信疑慮。但陳保基說，據調查，該廠採購棉籽除賣給養牛戶作為飼料，另賣給其他廠商作為植物的有機肥，而植物也不會吸收棉籽酚，應無安全疑慮。許忠信質問陳保基，是否到現在還相信廠商說法，陳也說他相信，因為該有的有機肥販售證照，頂新都有。
 
另立委李慶華也表示，陳保基是否能保證頂新確實沒有製造棉籽油，陳則說，根據昨查到的證據，該公司進口的棉籽粕，現無製成棉籽油的紀錄。
