摘要：福懋、頂新等多家簽署切結書的油品大廠，事後都爆發問題，不但讓廠商信用破產，也讓衛福部被質疑把關形同虛設。不過到底為何福懋明明使用了大統的問題油品，還敢簽署切結書？福懋解釋，以為簽切結書只是表達認同衛福部的立場，不知道面臨偽造文書、詐欺的重罪。但衛福部強調，當初都有跟業者講清楚切結書的用意。
