Tropical Storm Fitow.

However, schools and offices on the outlying island of Matsu are closed this
morning.
請問大師,這裡的"the outlying island of Matsu "
指的是外島馬祖,還是馬祖的離島區域,有包含馬祖嗎?
我的疑問是它指的是馬祖本身,還是...?
