People mean "no copyright infringement intended." Not only does the inaccurate phrase show no understanding of what a copyright is, but it's also not a legal excuse for using a copyrighted work without permission -- according to copyright law, whether you give credit to the original author or not, using someone else's work without permission (other than certain exceptions, such as fair use) is copyright infringement.
