美國總統歐巴馬在最後關頭卻步了，把動武權交到國會手中，這種意外轉變令人質疑他的決心，使他先前對敘利亞使用化武的強烈譴責形同虛言，可能導致外界產生美國言行難一致的印象，讓敘利亞、伊朗、北韓等國更肆無忌憚。

幕僚透露，歐巴馬在做此決定前，沒有探詢任何國會領袖或國安顧問的意見。分析師說，國內外反對聲音高漲，以及英國國會上周否決首相卡麥隆的出兵提案，可能是歐巴馬改變心意的兩大原因。

考量到國內普遍不支持出兵，但歐巴馬這麼做能不僅與國會共同分擔決定開戰的責任，也符合他任參議員時籲限制白宮獨斷用兵的態度。但此舉後果仍可能使歐巴馬陷困境。

倘若國會反對開戰，歐巴馬在海內外將咸信掃地。代表他在第二任任期內想保有對華府影響力的努力慘遭挫敗，也將弱化他在國際間的聲望，尤其會受到阿拉伯國家的質疑。

此外，美國國會打從2010年起，幾乎不曾對任何重大議題做出決斷，將應否開戰交由國會決定，只會為政情帶來更多不確定性。 （綜合外電）
