廣大興事件 美盼各方克制

〔駐美特派員曹郁芬／華府十日報導〕美國國務院代理副發言人范崔爾今天在例行記者會上表示，美國政府了解菲律賓執法的公務船與台灣漁船衝突並導致一名台灣漁民死亡的事件。美國歡迎菲律賓政府承諾要進行一個完整並透明的調查，同時與台灣當局合作處理後續發展。但他不願在調查報告公布前譴責菲國政府或要求菲國道歉。

台灣處理立場 已向美方說明

對於菲國宣稱事件發生在菲國海域，他表示，不知道這起事件是在那裡發生的，他不確定美方確實了解，這也是美國希望調查能夠澄清的部分。他說，不知道菲國和台灣事後有直接與美方聯絡，但美國和兩邊都保持聯繫。

台北駐美外交官員表示，美國在台協會有直接和台灣政府進行聯繫，台灣外交部日前也訓令駐美代表處就漁船事件向美方說明台灣了解的事實狀況和處理立場。

美盼各方克制 避免升高緊張

據了解，美國對於南海主權爭議十分重視，中國和菲律賓已有黃岩島爭議，而中國和中華民國同樣在南海有九段線的主張，中國政府以「中國漁民」受害定調這起事件並公開支持台灣，美國因此密切關注此事的發展並主動因應，避免原本已經敏感的南海情況變得更複雜。

范崔爾在記者會上被問到是否知道台灣漁民被菲律賓船隻所殺的事件，美國是否要譴責這樣野蠻的攻擊？他說，美方知道有這起事件，美國敦促所有相關當事者確保海事安全，克制可能在這個地區升高緊張，並且損害以外交或其他和平解決歧見前景的行動。

被問到是否要譴責菲國或者菲律賓應否對台灣道歉時，他回答，菲律賓表示要進行調查，「我們要的是針對這個特定事件一個完整且透明的調查。」美國在下判斷之前要先看調查結果怎麼說。
