聯準會提議 美銀行業提高應急資金水位

決策官員說，美國聯準會（Fed）提議美國銀行業者必須維持30天易變現資產，以因應萬一爆發信用危機借貸成本飆高的緊急狀況。

曾任巴塞爾銀行監理委員會（BCBS）秘書長的華爾特（Stefan Walter）說，美國主管當局持續對新巴塞爾協定（Basel III）的規範採取嚴格的詮釋標準。聯準會24日根據BCBS的初始規範，提議上述緩衝資產規定。

現任Ernst & Young主管的華爾特說，「沒有白吃的午餐」，在承平時期提高緩衝資金，意味信用成本將受到某種程度的影響。

聯準會的提議將要求較大的銀行持有30天易變現的資產，以便在發生類似2008年的信用危機時，銀行安全無虞。這項提議仍待其他美國銀行監管機構的協調和同意。

新規範必須符合國際流動性協議；此外，美國銀行實施新規範的時程將比非美國的銀行短，且包含的資產類別也受到更多限制。

聯準會的規範對資產超過2,500億美元、或國際營運觸角較廣的銀行最嚴格，且要求在2017年實施，比巴塞爾協議的期限早兩年。
